What are the regulations around ADUs?

In California, for ADUs under 800 square feet, all local jurisdictions must adhere to a straightforward set of standard regulations. They are not permitted to impose stricter standards regarding the structure itself, its height, design, lot ratios, or setbacks. ADUs can be situated as close as 4 feet from property lines and can reach a height of up to 16 feet. While ADUs can be as large as 1,200 square feet, once they exceed 800 square feet, local jurisdictions regain some authority to enforce additional local regulations.

Can an ADU be the main home/the only structure on a property?

Yes and no — ADUs, or Accessory Dwelling Units, are designed to be secondary to a main home structure to qualify as ADUs. However, someone could technically buy and use an ADU structure as a primary residence; they would just need to go through the separate process of obtaining the necessary main home permits, which is different from an ADU permit.
